DHCP Client hung

I have a Dell Dimension that loads very slow, and then does not connect to
the Internet.

Upon checking the IP it reads 0.0.0.0. releasing and renewing results in an
immediate error message.

I checked the Services and can see that the DHCP Client is "Starting", but
never actually starts. I can't stop it because it hasn't started yet.
Changing the value to "Manual" and rebooting makes the machine boot faster,
but "Starting" it manually results in the same thing.

Things I've tried;

Resetting TCP/IP using netstat -n -tcp -rest (can't remember exact command
off-hand)

Un-installing and re-installing NIC.

Installing different NIC.

Re-installing Windows XP Home over itself.

The only thing I haven't tried is rew-installing from scratch, which I do
not want to do.

Any ideas?

I followed the instructions of Ken Wickes from Microsoft that I found in
another thread that I had posted to in this newsgroup. Here is what was
done to fix my problem( my personal comments are in CAPS):

Ken had traced several of these problems to improperly configured winsock
LSPs. Ken suggested running "winmsd" and going to
Components/Network/Protocol.
Look at the names in the list, anything with "MSAFD" in it or the "RSVP xxx
Service Provider" should be fine. Anything else is suspect, and
uninstalling the
owning program might help.

AT THIS POINT I UNINSTALL MCAFEE VIRUSSCAN 7.0 BECAUSE IT HAD ENTRIES ALL
OVER THE PROTOCOL SECTION OF SYSTEM INFORMATION.

If that fails or your provider list is empty, you may need to rebuild the
catalog from scratch. The following instructions will rebuild your catalog
for TCP/IP. If you are using any other transports (If you don't know, then
you probably aren't) then you will have to reinstall them as well.

I THEN FOLLOWED THESE STEPS, AND AFTER THAT THE WIRED CARD AND WIRELESS CARD
STARTED WORKING AGAIN BY USING DHCP ASSIGNED IP ADDRESSES FROM MY ROUTER.

1. Backup and delete the following registry keys

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock2

2. Reboot

3. Go to the network connections folder, right click the icon for your
network connection, and select properties.

4. Click install, choose "protocol", and click "add..."

5. Click "Have Disk...", enter "\windows\inf", click OK

6. Select "Internet Protocol (TCP/IP), click OK

7. When the process in complete, reboot

I HAVE SINCE INSTALLED NORTON 2002 ANTIVIRUS AND SO FAR EVERYTHING IS STILL
WORKING.
