DHCP and strange Unique ID's

Having a problem with our Windows 2000 based DHCP server.
It is showing that we are near to exhausting the addresses
in the lease pool. The lease time is set for 5 days and we
have the Client Release option set since we are a 2k and
XP based network.

I am seeing many addresses showing in the lease pool that
have the IP address listed in the name column and a
strange MAC address (which appears to be a hex version of
the IP address) showing in the Unique ID field. I cannot
ping any of these supposed machines.

This has happened a few times over the last several
months. If I remove these entries they eventaully begin
to build again over time. This usually takes weeks for
the build up to occur.

Any advice would be greatly appreciated.

Yes we have a couple of users that VPN into the network.
We have an ISA 2000 Server acting as a proxy to the
Internet and also acting as the VPN server into the
network. The VPN activity is very limited to no more than
a couple users a week at the most.
 
Weird.

The next suspect might be things like wireless access points or print
servers. If you have managed switches, see if you can trace a device back
to the port it's plugged in to by examining the MAC address tables on the
switches.
