I am having trouble setting DHCP agent relay when the DHCP server is 2 hops
away. I have no trouble setting DHCP agent realy when it is 1 hops away.

My network configuration
DHCP server = 90.0.0.2 (90.0.0.0/16)
DHCP Agent relay = 90.2.0.2 (90.2.0.0/16)

The packets have to travel 2 different routers from DHCP Agent relay and
vice verca. I can ping 90.0.0.2 from 90.2.0.2 and vice verca. The hop count
threshold is set to 10 and boot treshold is set to 4 and is pointing to
90.0.0.2. The DHCP client in the 90.2.0.0 network attempts to lease an IP,
it fails.

What is wrong here or is DHCP agent relay works only 1 hop away?

No, the DHCP Relay Agent can work for an abitrary number of hops.

As described by you, you seem to have checked it thoroughly. If so,
this is likely a problem that needs a SNIFFER or NETWORK monitor.

NetMon is available to all NT4+ class servers for "to/from that server"
monitoring; NetMon full version is available with SMS (on the BackOffice
CDROM/DVDs.)

Also note that Snort can be used in sniffer mode, http://www.Snort.org
and is available for Win32.

Also check directly for Router/Firewall filters, logs etc.
