After I remove the realtek 8139 network card from the
device manager, and restart the computer, the device
reloads even though it is physically not present. I have
a D-link network card installed with a very slow DSL
connection and was wondering if the problem is because
the computer thinks it has two network cards when only
one is installed. How can I remove the realtek 8139?

Try run regedit to remove the keys:

HKLM/SYSTEM/CurrentControlSet/Enum/PCI/VEN_10D9&DEV_0531&S
UBSYS_03081154&REV_25/3&61aaa01&01&50
From the right pane, if it is your realtek card, delete
the whole VEN folder of this device, you may need to run
through all the VEN folders to locate the correct device.

Care: export the registry keys before delete them for
just in case.

What model of D-Link network card? I know, from personal experience, the a
DFE-538TX D-Link network card also can use the Realtek drivers.
