Desktop.

Francesca, that should be easy enough, navigate to
C:\windows\system32\devmgmt.msc rt click on File Icon and then
select Send To Shortcut on Desktop.

Others have told you how to make shortcut. But I LOVE the keyboard shortcut
(hold Windows key & tap "pause" key).

Actually, that will only create a shortcut to the System Applet but it won't
directly open Device Manager.
