Can't access device manager.message says "can't open
C:windows\system32\devmgmt.msc"
Also can't create or restore in system restore and can't
open any files in "administrative Tools" same message as
device manager.

I'd use the Recovery console in Windows XP to recover those files.

That is a symptom of the HOSTS virus.
