Detecting when a remote user connects to a server with VPN

I'm running Windows 2000 Server. I would like to take an action
(execute a command, log to a file, etc) when any VPN connection is made
to the server. IE when a remote user on the Internet connects to the
server using the VPN.

There are options to run a command when a terminal server session
starts, but I have not found how to detect an incoming VPN connection
only.

How is the initiation of a VPN detectable by a process running on the
server? (I am willing to write a script or program if necessary).

I would suspect that if this is detectable it would have to be at the
gateway, not at the VPN server.

Incoming connections are visible in the "Network Connections"
screen via the Control Panel. I know nothing about scripts but
perhaps someone monitoring a scripting newsgroup might know
how to tap into this display.
