Is there a way to detect if a page is being rendered in Outlook
specifically? I know that when a server receives a request that the request
contains information indicating which browser is making the request, but
does Outlook send specific information that can be used to detect that
Outlook is making the request?

No, its pretty generic. At most you could guess based on what is reported
or not reported in the browser string.

This is what Outlook 2007 reports (the computer has IE8 installed)
Mozilla/4.0+(compatible;+MSIE+7.0;+Windows+NT+5.1;+Trident/4.0;+.NET+CLR+2.0.50727;+.NET+CLR+3.0.4506.2152;+.NET+CLR+3.5.30729)

I was thinking that might be the case.
