Desperately need advice, boot issue

This is repeating an earlier post, I don't think it got posted.
HP 513w running XP Home won't boot. The NTLDR is missing
The owner mistakenly used a Windows ME emergency boot floppy to try to fix her problem.
Should I try to install Windows ME, then run my upgrade of Windows XP after I get the system to boot
Or should I try to use the Recovery Console on the XP disk? The only XP disk I have is an "Upgrade" version, as is the Windows ME disk. I'm not sure if they contain all of the files that I would need
I seriously need some advise, I'm baffled.
 
If you knew exactly what she did while booted up with the WinME emergency
disk it would be helpful. Just booting from the floppy won't do anything,
good or bad.

She doesn't know "exactly" what she did, but it couldn't have been much, she doesn't understand how to enter commands. She thought her computer would just start up in normal "Windows" fashion.
Would the "Starting Windows Millienum" notice be telling me that it has it's files copied to the Ramdrive that it creates in "D:"?
I turned her computer on again with noting in the drives, and I just get the black screen with "NTLDR is missing, press any key to restart".
Yesterday, I had copied the NTLDR and NTDETECT.COM files from my Windows XP CD, plus the boot.ini from my home computer to a floppy and tried to copy them to her C: drive. When I pressed "Enter" I got the message: "Overwrite C:NTLDR? (Yes/No/All) If I pressed Y or A, I got a "Access denied" message.
Obviously her NTLDR file must still exist, but must be damaged or something. I have no clue what to do now.
Any ideas?
