No 2, in trying to remedy the above somehow I now have my
taskbar at the bottom doubled and I have tried everytig to
get to go back to one line, to no avail.
No 3, my icons on the taskbar change of their own accord,

This is a screen setup issue. It is either

1) You refresh rate in display properties is not supported by your screen or
2) You need to adjust the monitor using the buttons on it.

If its XP you need to right click on the task bar and then untick 'Lock
the taskbar' (You can lock it after) or

Move the mouse to the very line between the bar and the desktop, it
should change to a double headed arrow. Hold down the left mouse button
and drag it down.

I need more details... do the change graphically or just position?
