If you mean that one user can use the program but another user cannot, this may be because the program does not support installation for multiple users or that it may have been installed improperly.
You may be able to simply open Windows Explorer and copy the programs icon from the account where it is currently visible to the C:\Documents and Settings\All Users\Desktop folder. This would make it visible to anyone who is logged onto the system.
If this does not work, another way to solve this problem would be to log on with the other user account and install the program to the same folder where it is currently installed.
