Desktop Wallpaper

We have setup a Gp that disallows all sorts of things,
and one of those is changing desktop wallpaper.
The issue that I am finding is that people can still
right-click on an image and "Set As Background".
Is there any way that I can stop there from being any
wallpaper that is not the default blueish color?
Any help would be appreciated.

If you go to:

user congfig, admin templates, windows components,
Internet explorer, browser menus. There is a policy called
disable context menus - disable this and users wont be
able to right click a picture and save it as a background
picture.
