desktop toolbar

I used to have my toolbar at the top of the screen but
since i did a sys. restore its stuck at the bottom. I've
looked in all the settings and for tweaks or fixes but
can't seem to find out how to move it to the top.

By toolbar, do you mean taskbar? if so... is the
option, "lock the taskbar" checked?
