Try disabling the Themes service. It is not needed for Classic theme.
Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click Themes | Click the V next to Startup type |
Select Disabled | Click the Apply button | Click the Stop button |
When the Themes service has stopped, click OK | Close Services
In case your Windows Classic.theme file is corrupted, get a new one.

Restore Luna Theme - Restore Classic Theme
Click on Restore Classic Theme.
Windows Classic.zip is the file. Windows Classic.theme is the file you get
when Windows Classic.zip is unzipped.
Move or copy Windows Classic.theme to the \WINDOWS\Resources\Themes
folder.
Open the \WINDOWS\Resources\Themes folder.
Paste this into the Start | Run box and click OK...
%windir%\Resources\Themes
When you move or paste the file you will get a message box that says...
[[This folder already contains a file named 'Windows Classic.theme".
Would you like to replace the existing file?]]
Click YES and your old file will be replaced.
You may have to reboot to see the results. I honestly don't know.
