desktop tab settings

My desktop tab settings is frozen icannot change background to the tulips etc
etc ,only the background colour even my browser is unhighlited

Make a Registry Edit

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop
or
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop
In the right-hand pane, delete "NoChangingWallPaper" or change the value
to 0.

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System
In the right-hand pane, delete "Wallpaper" and "WallpaperStyle".

If you have XP Pro, use the Group Policy (gpedit.msc)

User Configuration > Administrative Templates > Desktop > Active desktop

Set "Active Desktop Wallpaper" and "Allow only bitmap wallpaper" to
Not Configured.

Please explain this further:
"browser is unhighlited"
 
the browse button on the settings window is greyed out,sorry i'm not used to
the jargon just yet

Cheers mate thank you do you know how to get media player working properly it
wont play any video clips not even the supported files and i also cant
install any more codecs other than whats in my pc.I have noticed though that
i dont have a mpeg2 codec but i cant install one my security settings are
medium so it does download if u can help let me know and i'll give u the
error details thank u xxxxx

About the media player, you should create a new post about your problem.
I really don't know much about that. Sorry.
 
Once I click on the (+) in policies, I don't have Active desktop. I only have
Explorer and System...What else can I do to remove the black screen in my
desktop....I tried using properties but in display I only have tabs for
screensaver and settings......I have no clue what happened to background and
themes...:( CAN YOU HELP ME FIX THIS PROBLEM IF POSSIBLE...

I am having the same problem, my destop wallpaper seems to be locked on a msn
news photo of basketball players . My icons are highlighted in a square
around the words under each. I can change the color my icons are highlighted
in but not my backround. Please tell me what to do to fix this it is very
annoying since the msn news pick is distorted would love to have my tulips
back. Thank you.
 
Open Control Panel, double-click Display.
Click the Desktop tab, and choose "Customize Desktop".
Select the "Web" tab
Delete all the items except "My current Home page"
Uncheck "My current Home page"
Click OK, and now select (None) as your Desktop background
Click OK and close the dialog.

I had this same problem and the regedit suggestion from WTC totally fixed it.
