How would you propose to access your Outlook Contacts without opening
Outlook? Clearly not possible.
You can easily configure Outlook to open at your Contacts Folder. Method
depends on your version which you neglected to post. Read the Help files for
your version.
On the Tools menu, click Options.
Click the Other tab, and then click Advanced Options.
Under General Settings, next to the Startup in this folder box, click
Browse.
In the Select Folder dialog box, select the folder you want to appear when
you start Microsoft Outlook.
