That file, MGXWALL, is a .ini file that contains the settings for
the installation of the screen saver that is mentioned in the
article I referred you to:
http://www.experts-exchange.com/Web/Graphics/Q_20088941.html
Here are a couple of references to Walladay:

First off, I've never heard of any of the programs mentioned on
these sites. I think what may have happened is that you installed
a program and this screen saver program came along with the
package. That said, here's what I would do to try and fix this
problem:
1. Recheck the icons in the Notification tray and see if any of
them might be associated with the screen saver program. Right
click on it and see if there is a way to turn it off. Look for
something on the lines of "Options" or "Preferences".
2. Go to Strart -> Run and type msconfig in the "Open" box. Once
the System Configuration utility lauches select the Startup tab.
Look for a line for C:\Windows\Walladay.exe. Remove the check
mark next to it. Click OK and restart your computer. When your PC
starts up again you're going to see a box with a reference to
"diagnostic mode". Simply check "Don't show me this again" and
click OK.
3. Search your PC for Walladay.exe. It may be located in
C:\Windows. If you find it then rename it Walladay.old. Reboot.
This one may have unintended consequences so I'd leave this as a
last resort. What I mean by unintended consequences is that you
could end up being pestered with an error message every time your
PC starts about Windows being unable to find the Walladay.exe
file.
If none of these suggestions helps, do another search for mgx*.*
as well as walladay*.* and post what you find here. Include the
locations of each file. Make sure your search parameters include
checking hidden and system files and folders.
It's also possible that this is some sort of spyware or virus
that could end up coming back after you think it's gone. With
that in mind, you might want to download, update and run AdAware
and Spybot S&D. They're avaliable here:

Thanks for your input, there were several MGX files. I opened
MGXWALL and
here it is:
[Walladay]
Period=1
TileImage=1
BGColor=1
CurrWPPack=
CurrImage=
Version=1
It also shows a shortcut to mgxwall. What do you mean by
"rename them"; how
do I determine if it's safe? I run Norton and have done a full
system check
and virus definitions are up-to-date.

Have you run a search on your machine for any of the files
that
were mentioned on that page? Try searching for mgx*.* and see
if
anything shows up. If you find any, determine if it's safe to
rename them, reboot and see if the problem's corrected.
Have you run a scan recently with an up-to-date anti virus
program? This behavior could be virus related.
Nepatsfan
didn't help, they were talking about screen saver programs
interferring, and
I already said I chose "none" for screen saver. No MG icon
in
task bar either

Take a look here:

Disregard "Sign up to see this solution".
Scroll to the bottom of the page to see the answer.

when I logged back in, the chosen background showed
briefly,
then went black.
That's when "mgxwp" shows up as the chosen background.
It
only
shows in the
list when the screen is black.
:
My desktop settings (backround, etc.) won't stay put. I
have
shut off
screensaver, but it didn't help. When I log off then
back
on
my screen is
black again and in propertie-backround a new choice is
at
the
bottom
highlighted. This choice doesn't appear there when
another
backround has
been chosen and applied. How do I fix this?
