Hello,
is there some possibility to apply some desktop settings (color scheme) to
the desktop which is displayed before user logs on? I want change desktop
color and windo title color and font.

Yes.

Instead of HKEY_CURRENT_USER, use
HKEY_USERS\.DEFAULT

Then restart the PC.
