Does a simple utility exist that will not allow the Windows 98 SE to
start without a password?

To do what?
As far as I can see changing to Windows Logon does not prevent Windows
from starting to boot, nor does it prevent anyone to "login as a new
user, define a new password".

I've started using it but it does have one glaring vulnerability-I
defeated its protection easily by booting in safe mode

You cold tray a bootmanager with password protection like
http://www.all4you.dk/FreewareWorld/links.php?id=898

But setting up a bios boot password (Not a bios entering password - you need
to set this one too but is a compleet other thing) will do the trick (Short
of opening the computercase ant reset the bios bij flipping jumpers - Yeah i
am *That* old).

And if you make sure the first boot device is your harddisk, Floppy disks
and cd roms will be harder to boot from.
