desktop screen partially out of view

Somehow my desktop screen (with wallpaper) has shifted up. Where the
task bar at the bottom (containing the start button and clock) has
shifted up approx. the size of the task bar itself. So where the task
bar should be is black and the mouse is unable to click in this area.
My desktop has shifted up so that the icons that were on the top have
now disappeared on top. If I open a window the top is out of view.

I am at a loss to correct the problem. I am thinking that it may have
been created somehow by multiple windows/users maybe operating at the
same time and...who knows what happened.

It's a physical settings, made on the monitor itself, to center, and size the display. Look for controls on the monitor for that.
