Desktop Screen Flashes not allowing access to Application

I have windows 2000 profession and whenever I go to
Desktop the screen keeps refreshing every 2 seconds not
allowing for access to applications. The only function I
can get to is the Task Manager and that has verious
executiables that display.

For Example:

System IDel Process
Services.exe
Winmgmt.exe
Explorer.exe <---This keeps flashing on and off.

Is this a bug?
How can I bypass the main Desktop screen via DOS or some
other command.

Hit F8 during bootup and select to start in Safe Mode, command
prompt.

But I do not know the actual problem.
 
Your shell is crashing and auto-restarting repeatedly. I'd be willing to
bet that it's being caused by a hardware issue, but it couldn't hurt to
[re]install the latest SP (4) with as few processes running as possible.

If you want to get by this issue with explorer.exe for the time being, log
on, pull up the task manager, and open regedit from File--New Task

Navigate to:
hklm\software\microsoft\windows nt\currentversion\winlogon
Set: Shell=progman.exe

That will stop explorer.exe from auto-restarting. Then install the service
pack. After you do that and reboot the computer, restore the previous shell
setting in that registry location to explorer.exe.
