Desktop problem

I have 2 (two) problems actually...

I have my Office Toolbar set up along the right edge of
my desktop. Every once in a while, just like that which
happened with W2k, "something" happens which causes the
OS to think that the right edge of the desktop is no
longer at the left edge of the toolbar, but actually at
the right edge of the screen. In other words, the OS
seems to no longer "see", or IGNORE, the toolbar.

When this happens, not only are the icons on the right
edge of the desktop partially hidden, but ANY window that
opens, if larger than the area from the left edge of the
toolbar to the left edge of the screen, will hide
partially "behind" the toolbar.

While this isn't particulary a "big" deal, it can me most
annoying.

Is there something "special" that I need to do to make
this problem go away forever? Or is this just some sort
of "bug" that never will go away completely?

My second problem has to do with windows. I don't always
open a window to the maximum size of my screen. I
sometimes like to make a window slightly smaller than the
maximum screen size. My problem is that I can never get
these smaller sized windows to "stay put". They may
appear to stay put...for a while. But eventually they
get bigger, smaller, and/or move up or down, or right or
left.

Is there some "secret" to this one also? Or is such a
long term possibility...impossible?

The only way that I know to 'fix' the first problem is to
reboot xp. Does anyone know of a way withOUT rebooting?
ANY...ideas?
