Desktop Picture Reverts Back To A Different Background On Reboot

Clueless In L.A.

I received a used computer from a friend that was used in an office. I
changed the desktop background to one that I wanted but every time I restart
the computer it reverts back to the same blue background. Is there any way
to keep it from doing this?

If I acquired a used computer, the first thing I would do with it
would be to reinstall the operating system cleanly. You have no idea
how the computer has been maintained, what has been installed
incorrectly, what is missing, what viruses and spyware there may be,
etc. I wouldn't want to live with somebody else's mistakes and
problems, possibility of kiddie porn, etc., and I wouldn't recommend
that anyone else do either.
 
Possibly there is a Policy, or reg entry in force. If Pro edition, go to
start/run, and type:
gpedit.msc
Look for the setting to forbit a backgrounp picture.

Possibility that the "default" user is set to a limited type user,
since it was in an "office" style environment. Any changes done by
the "limited" user will be dropped at next reboot (???)
