Are there any performance or memory issues involved in having a Desktop
full of shortcut icons to various programs rather than using the Start menu

No, but the desktop can get quite cluttered if you have many apps you want
shortcuts to. What I do is place the shortcuts in quicklaunch on the taskbar
and I don't have the taskbar locked. I have the quicklaunch width set to show 5
icons and the rest are accessible via clicking the double arrow (>>) on the
right of quicklaunch which is an extended popup of ql.

Another choice Ben might want to consider is dragging the Quick Launch Bar
off the task Bar entirely and docking it on another side of the screen. That
provides room for lots of Quick Launch icons while freeing up taskbar space.

The whole taskbar moves no matter how I try that, locked and unlocked.

After unlocking there will be two faint vertical double dotted lines
at left end of quick launch bar. You have to place your cursor on that
(it turns into double headed arrow) then drag it onto any vacant area
of the desk top, After that you can position it wherever you like.

Don't get any faint double dotted seperator, doesn't matter, I had a few
windows open before which was hampering the QL move.
