Desktop.ini

My friend's just got her new computer. On her desktop she's got the
icon desktop.ini which she'd like to get rid of. I said *go ahead*
but she's afraid her desktop settings would get lost. But isn't that
icon just a shortcut to those settings and can't it be safely deleted?
