Under what circumstances does a desktop.ini file get
created? I'm noticing some in unexpected places on mapped
drives on our primary file server and I'm trying to
figure out why they are there. Interestingly, they seem
to be tied to some lockout events, where a user's PC was
trying to access a desktop.ini file that was in an area
he didn't have access to.

One of its uses is to customize folder appearance. If one user browses the
folder and customizes its looks (icon, view, etc), a desktop.ini file will
be placed with the default permissions in the root of that folder.
