Desktop image restriction incomplete

Hi!

Need to restrict the desktop image on a desktop (W2K_SP3)
in a public "open" room.
Managed to do so using GPO. The users can't change the
image.
But when IE is used and "save the picture as desktop
image" W2K actually saves the image on the HD and this
saved picture will be displyed for about 5 to 10 seconds
when the computer is being shutted down.
Why does this happen?

There are two reasons why a picture "Set As Wallpaper" using Internet Explorer (or
Paint) is "displyed for about 5 to 10 seconds when the computer is being shutted
down" even though you have used Group Policies in the Administrative
Templates\Desktop\Active Desktop node to lockdown Wallpaper settings.

The first is because Internet Explorer and Active Desktop use different registry
locations to store the Wallpaper settings.

And the second is because prior to Windows 2000 Service Pack 4 the "Disable Change
Wallpaper" policy did not disable other methods of
changing the wallpaper. For more
