Desktop icons won't arrange

I relabel desktop shortcut icons so that they should arrange in groups Tools-Scanner, Tools-AntiVirus, Folder-Letters, Folder-Manuscripts, Graphics-Camera, Graphics-Paint, etc. But when I try to arrange the icons, the alphabetization is erratic Icons labeled "tools" appear before icons labeled "folder", for example. What's going on here
 
Are they being arranged by size, type or date modified instead of by name??
If so right click on desktop and select Arrange Icons by .... name.

I stumbled on to the answer to the problem. If you want all your desktop shortcut icons to arrange alphabetically, they have to be in the same folder or on the desktop. Some of my shortcuts were in different folders and displayed on the desktop, therefore they alphabetized according to folder first, then desktop. Copying all the icons to the desktop itself enabled them to arrange alphabetically.
