desktop icons come and go

I notice someone else is having my same problem to some extent. However, everytime I boot or restart my pc, one or two icons will not display although the placeholders are still there, just not the icon itself. This action seems to vary between only three or four icons and it seems to be random between those three or four. ie I don't really know which of the four will not display each time I reboot...one or two of them invariably will not display.
 
I have a similar problem. The button icons next to the Start button have changed to the generic, unknown DOS icon for the following functions: Desktop, MSN 8, and Netscape Mail and Newsgroups. The buttons still work, just look funny. Anyone have any suggestions?
