desktop icon not working

All of a sudden I cannot access a program by double
clicking the icon. I am told I don't have permission
despite being the administrator!? I can access the
program via the Start menu bar.

Any ideas?

the message reads "Windows cannot access the specified
device, path or file. You may not have the appropriate
permissions to access the item".
This currently applies to Microsoft Picture It and Ahead
Nero. Both shortcuts worked a couple of weeks ago and
both programs run ok from the Start menu.
If I create a new shortcut I encounter the same problem.
