Desktop Icon Modes

I saw a desktop that once had its icons listed in a "List" mode instead of
the usual "Icon" mode. is there some way to change to List mode without a
program of some sort?

Not an option with just Windows. Desktop such as the one in the image you
provided are provided by third party software. DesktopX from Stardock, for
example.
