desktop icon labels

I want to know how to box-in with the color I choose, the words under my
desktop icons. I did this on another users account but don't remember how and
now I want to do it to mine. I have tried to set all the settings I can think
of to the same as the other account but nothing seems to work.
 
If I'm reading you correctly, you're reffering to the desktop colour, This
is changed in control panel, display. (Or right-click the desktop and select
properties.) Select the desktop tab, and use the drop-down menu
bottom-right.

I'm assuming you've got a colour at the moment (allbeit not the colour you
want), if not, right-click the desktop, "arrange icons by"..., lock web
items on desktop.

Start>control panel>display>appearance>advanced>icon.........to change
font.
Start>control panel>display>appearance>advanced>window.....to change
window background colour.
Right-click on any empty space on desktop>arange icons by>lock web
items on desktop.
The area around the icon font after "locking" will have the windows
background colour.
