Desktop Hijacked

My PC has a problem that removes my desktop background picture and replaces
it with a blue screen with a notificatiojn that my PC is infected with
Spyware. When I go into desktop properties to change the background I am not
allowed to specify a new background jpg file. I also keep getting pop-ups
that indicate my computer is infected with spyware. It indicates to click
here to remove, but nothing happens when I click.
Also, this only happens when I log into Windows XP. When another user logs
intot he PC it works fine, there is no problem.

What Can I do to fix this?

Hi Engle,
I've got the same problem Don had - only I cannot access the link to which
you refer in your response below. Could you tell me what I need to do to
regain control of my desktop and remove the notice from a rival spyware
provider, I'd be most grateful.
