Desktop (display) properties won't appear

Running XP Pro. Version 5.1.2600 Service Pack 1 Build 260

I right click on the desktop and click properties. I get a very brief hourglass but the display window does not appear. I try to open Display from the Control Panel and again, a brief hourglass but no display window. I've tried opening desk.cpl with the same results

I was able to right click on a picture in IE and set it as the background

I've checked the registry and did not originally have NoDispCPL as a key under HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System. I added it with a value of 0 and still have the same problem

Any ideas please
 
Are you logged in a administrator or user? Some good admins block all access to that extra stuff. Try loggin in safemode. From there change the desktop settings. This will give me a general idea of what to look for. What processes are runing in the background

Logged in as Administrator - sorry, should have mentioned that befor

Tried Safe Mode and the same thing happened (quick hourglass and then nothing

Processes running: taskmgr.exe; explorer.exe; TSIRCUSR.exe; svchost.exe; svchost.exe; lsass.exe; services.exe; winlogon.exe; csrss.exe; smss.exe; System; System Idle Proces

As I'd mentioned in my post from 3/26, I ran that edit and still have the same problem. Thanks for trying though.

Again, I can't open the display properties window from any of the three standard methods: right click the desktop, Control Panel -> Display, or desk.cpl. In all three cases, I get an immediate hourglass and then no further response as the hourglass converts back to the standard cursor.

I am an administrator on this machine and this problem is affecting the machine globally.

I surely wouldn't remember a post from March. However, this generally has
to do with third party desktop managers, etc. Good luck!
