Desktop Disable (No Icons)

I got a machine with W200 Pro.
I'm able to install programs with my administrator
account but I cannot see any of the icon on the desktop
also I can NOT DO right click on the desktop but I can do
right click over Start and use it in Explorer...is not
working only on the Desktop......I guess somebody disable
the option of the icons and the right click on the
REGEDIT ...can anybody help me on this?????

Cut the shortcuts from;
%UserProfile%\Start Menu\Programs
and paste them in;
%AllUsersProfile%\Start Menu\Programs

On the right-click. What happens if you logon as another (or new) user?
