desktop color change

I have installed service pack 2 on my test windows xp pro computer at work,
it is attached to alan win win 2000 server with group policies. before sp2
the wallpaper/desktop were forced to "none" which resulted in a blue
background. now with sp2 and the same policy the desktop flashes blue then
switches to white. I do not want to set a picture on my users desktops, but
want blue back. I do run a mixed win 2000/xp inviroment so I can't do
something that will mess up the other computers. is there any fix for
this?
 
that option is greyed out, I see it when I sign on as a local administrator
but as soon as I sign on as the domain administrator or as myself (I have
elevated privledges) it is either greys out or missing
 
that option is missing, It is there if I am a local domain admin but as soon
as I sign on as myself (with elevated privledges) or the domain admin it is
missing.
 
You can go into Start, Control Panel, Users and set it so you can change
settings as well as Administrator.
