The first thing to do is make sure your computer is virus/malware-free:
http://www.elephantboycomputers.com/page2.html#Removing_Malware

If the machine is clean:

If you can't enable desktop backgrounds after a virus, MVP Kelly Theriot has
a fix. Look under Wallpaper-Desktop-Disable Changing here:

http://www.kellys-korner-xp.com/xp_w.htm

If Display tabs are missing, run Kelly's registry edit on line 285,
right-hand side "Restore all display tabs".

Check to see if these Registry entries exist:

HKCU\Software\Microsoft\Windows\CurrentVersion\GroupPolicyobject\{21A7BE9D-5027-49C1-B6F7-757B707E1C94}User\Software\Policies\Microsoft\Windows\System
If "GroupPolicyRefreshTime" and/or "GroupPolicyRefreshTimeOffset" are there,
then delete them.

HKCU\Software\Policies\Microsoft\Windows\System. If "GroupPolicyRefreshTime"
and/or "GroupPolicyRefreshTimeOffset" are there, then delete them and then
run the reg fix from Kelly's page.

A default wallpaper called wp.bmp may be set in
HKCU\Software\Policies\Microsoft\Windows\System created by the smitfraud.c
virus. Remove that and you will be able to choose different wallpapers.

For inability to change wallpaper after malware, here is another key:
Hkey_Current_User/software/Microsoft/Windows/CurrentVersion/Policies/Explorer,

Bogus values will be set to 0. Delete or set to 1.

Avoid anything from pcbutts1!

The Real Truth MVP can not verify MVP status.

You can scan your computer with these 2 Programs, to make sure it is clean:

http://www.spybot.info/en/index.html

Spybot Search & Destroy 1.6 is a very good, FREE Anti-Spyware Program.
Download, install, update, and immunize your System with it.
Then SCAN with it.
Update it, and scan your System once a fortnight.

http://www.malwarebytes.org/mbam.php

Malwarebytes is as the name says, a Malware Remover!
For the Free version scroll down their page to either download from
Download.com, or Major Geeks.com

Download, install, and update.

Important re: Safe Mode
If you happen to find a problem that you can’t uninstall / delete, reboot
the computer, and go into Safe Mode.
To get into Safe mode, tap F8 right at Power On / Startup, and use UP arrow
key to get to Safe Mode from list of options, then hit ENTER.
RESCAN your computer with your Anti-Virus, Malwarebytes and Spybot S & D
while in Safe Mode

How many tools do you have?

An anti-virus programme is intended to detect viruses, which is only one
type of malware. Mick Murphy has made some good suggestions as to what
to do next.

Ignore the post by the "Real Truth MVP".

Hope this helps.

What should be ignored is posts like yours. The purpose here is to help.
Your post does not do that and shows that you have no experience in this
subject so you should just "Butt" out. MBAM does not fix background issues
whether it is caused by malware or not. I have pointed that out several
times to the MBAM group in another NG. Had you had any experience or even
tested MBAM you would know this. Had you even tested my Desktop tool you
would know that it works but you did not. You would rather make an ass out
of yourself by trolling this NG and filling it with lies. Stay out of
conversations that you know nothing about.

Oh we all love you! What you say is rich coming from someone who
pretends to be something they are not!
I did make a direct response to your earlier post to which you have yet
to respond.
