Deskop Popup Utility

Does anyone know of a desktop utility that can pop-up a menu (like the
MS 'Start' Menu) when I press my Mouse Right Button key. I had tried the
freeware desktop 'LiteStep' and it had this feature in it.
Although I stopped using Litestep, I miss the feature.

Windows PowerPro should be able to do something like that.
