'Design' mode not available

I'm sure this is simple, but it's been 4 years since I've
done any Access development...
I want to access 'Design' mode for a report, but it is
disabled. Copy, paste, save as, export, etc. are
disabled as well.
Probably irrelevant, but I'm using Access 2002 to open an
Access 2000 database. And, no, the database is not read-
only.

Is the file an MDB or an MDE? If it's an MDE, you won't be able to make your
modifications to it - you'll need to find the MDB file from which the MDE was
made, make your modifications to that file and then create a new MDE file from
the modified MDB file.
