deploy a customization to multiple users

I have a custom client side rule I want to deploy to multiple users.

I looked at the customization wizard and the custom maintenance wizard, but
I don't see an option to create or import rules to deploy during install or
using a .prf.

I don't see a command line option to run outlook to allow th import of a
rule during startup.

I suspect you could do this with a macro or vbscript?

Can anyone help?

This will require C++ programming.
If you want maybe I could code something up for you.
 
Outlook provides no way to distribute rules, except for very, very simple server-side rules (and that takes an extra .dll for use with CDO 1.21.)
