DEP has terminated Internet Explorer

Any ideas here?

Brand new VISTA Home Basic on Dell laptop of friend. Opened box,
smelled the new computer, smiled, connected to wireless router in office,
and subject line says the rest. IE is apparently DOA.

Owner called Dell this morning and spent 2 hours with tech support... finally
came up with the ability to get on line after doing a system restore, turning off
plug-ins, DEP, UAC, etc. (I didn't know DEP could *be* turned off in Vista). He
ordered the laptop on line and requested that NO software be installed... it
came packed with superfluous junk and trial versions. Dell is refunding $150
of the purchase price for the user to purchase a retail copy of XP Home (Vista
Home Basic did not qualify for free OS regression) and will walk him through
the installation and provide drivers as needed on an open service ticket. I'll
have him keep his eyes open for the possibility of faulty memory.

Yeah, out of the box bad experience there. It's why I think it might be
faulty, try running the onboard memory diagnostic, or download the oca
memory tool (preferred method) and checking the system. Dell also offers a
system diagnostic utility of their own.
