Denying any user to change any settings and install any program

I have Win XP with SP 2 runnign and lot of people uses my PC. I wants to
creat a USER like that if that user is logged on, they can not Change any
program settings, can not delete or uninstalled any program and also can ne
install any new program on that PC.
Further he should have all rights to view , edit or copy any of the file
except system and program files.
He should not b able to change the registry.
Can any one helps me how to creat this type of user.

You left out whether you have XP Home or Pro. If you have Pro, you can
set group policies to do this. Start>Run>gpedit.msc. Be very careful
using the Group Policy editor; it is completely possible to lock
*yourself* out. Questions about group policy should be posted here:

microsoft.public.windows.group_policy

An easier way may be to use either MVP Doug
Knox's Security Console or the MS Shared Computer Toolkit to set the
restrictions the way you want.

I have Win Xp Professional
But is quite difficult for me to use Group Policy Editor.
I have downloaded MVP Doug Knox's Security Console, but here also could not
understand how to disallow any user from installing new software.
Can you pl.help me out.

I don't know whether Doug's software disallows users from installing
software because I don't use the utility. I believe that Doug offers
some support if you purchase the program for the very nominal amount he
charges.

The MS Shared Computer Toolkit is free and has a newsgroup where you can
post questions:
microsoft.public.windows.sharedaccess

If this is a business machine, it would probably be more cost-efficient
and a better use of your time (not to say safer) to have a local
professional set you up correctly.
