Yes - and as Marc mentioned, you can create reservations for the
existing machines that you have and exclude all other IP addresses
from the DHCP scope. However, it is not a very efficient method of
allocating IP addresses especially if you have a lot of client
machines.
To prevent users from surfing the Internet, setup a Proxy server or a
firewall that requires authentication (username/password) although
that would still not prevent users from surfing using their home
machines since they already have a username/password.
