deny DHCP

Is there a way to block computers NOT part of my domain from getting an DHCP
address. I have 2000 clients so using macs or static address are out.
 
Yes - and as Marc mentioned, you can create reservations for the existing
machines that you have and exclude all other IP addresses from the DHCP
scope. However, it is not a very efficient method of allocating IP
addresses especially if you have a lot of client machines.

To prevent users from surfing the Internet, setup a Proxy server or a
firewall that requires authentication (username/password) although that
would still not prevent users from surfing using their home machines since
they already have a username/password.

Block them at the comms closet. Enable port security on your switches if
possible. This is one of the steps we perform to keep unknown systems
off the network and surfing as they please.
