I want to stop any logon unless the network is present, is
this possible?

Using win2000 AD GPO etc etc

obviously local administrator account is excluded?

You can prevent logons for domain accounts by setting the "Interactive
logon: Number of previous logons to cache (in case domain controller is
not available)" Group Policy setting to zero, however, this will have no
effect on local accounts at all, though if your computers are in a
domain, your users should not have local logons anyway.
 
thanks, you are right they don't have local accounts but
do I need to get rid of all left over profiles (which
appear in docs and settings even though I have checked
delete cached copies of roaming profiles).

Cached logons have nothing to do with profiles, roaming or otherwise.
