I have a Dell GX270, 3.0 ghz system, 1.5 gig RAM running XP Pro that
is having some "oddities".

1. Usually on the initial boot the system will shut down durring POST
with status lights showing green except for C which is yellow. The
monitor is off but the system fan is running and the power light is
on. I manually shut it down and reboot with no problems.

2. As the system comes up the desktop is populated with normal
1024x768 resolution and 32 colors. Before finishing the monitor goes
black and the desktop is refreshed at 1024x768 with 8 colors. I
manually change the colors back to 32 and everything is fine until I
reboot then the problem occurs again. I've tried changing the vedio
board and drivers with no help.

3. Occasionally, while the system has been running, an error occurs
and IE shuts down. Sometimes this causes a reboot other times it will
shut down the one occurrance of IE that is active.

Any help or input on these issues would be greatly appreciated.

These problems are caused by failing hardware. From your description,
I'd try uninstalling the video card and swapping it out for a
known-working one. However, if the system is still under warranty you
need to call Dell tech support first.
