Delgated change password permissions - now what?

I delegated change password permission for about 25 of my users, in AD 2000.

Now, how can they access the right tools to change other users passwords? Do
they have to install the ADUC add-in on their workstations? Or is there a
simpler way? Is there any way they can do it from the command line? (I know
only Administrators can do it that way though..)

Generally yes, but that is an odd way to delegate.

Install, or make available through terminal services, the AdminPak.msi
from a DC System32 directory.
Or is there a
simpler way? Is there any way they can do it from the command line? (I know
only Administrators can do it that way though..)

Depends on the machine, but perhaps "Net User" or DSMod
or another utility from the Support Tools or the ResKit.
