Deletion of a disk partition

I am running Windows XP Home, the hard drive has 2 partitions, from within
computer management if I delete logical drive D: will the disk space from it
automatically be reassigned to disk drive C"?
If not than do I have to reformat the hard drive?

No. It will be unallocated, assigned to no drive at all.

No, you can use any of several third-party utilities to do what you
want.

Bear in mind that doing this sort of thing, no matter what program you
use, is a big step, affecting everything on your drive. When you take
such a big step, no matter how unlikely, it is always possible that
something could go wrong. For that reason, it's prudent to make sure
you have a backup of anything you can't afford to lose before
beginning.

Apart from the advice given by Ken, are you aware that your D partition
could be your only way to reload Windows in the case of OS failure?
