Deleting Video footage

I made a video of a game i had and i want to delete it
now (i made it on april 3rd with fraps) but it keeps
saying "this file is in use by another person or program"
i have tried every thing and tried shutting down every
program that could have been using it but to no good

anyone who can help me PLZ help me

Boot up in safe mode and delete it. Peck f8 during boot up to get to the
safe mode menu.

Booting up in safe mode didn't delete it either.
i got the same messege
