DEL /s /ah Thumbs.db means delete the file, even if it has the "Hidden" attribute.
A "normal" file with the "Hidden" attribute can be deleted via the [Del] key in Windows Explorer.

Thumbs.db is a "special" file.
I have no idea "how" Windows caches anything.
