deleting programs

I started to download a program called "soap" off the
internet. I did not realized exactly what is was and the
cost when I started. I never finished downloading
because you had to enter a credit card number and I
decided I did not want this. Part of the program went on
my computer but it is not all there so it doesn't work.
I want to get rid of it but every time I try to delete
it, it says "cannot delete access denied Make sure the
disk is not full or write protected and that the file is
not currently in use. I don't think the file is in use
because it won't run because it is not all there. But it
is a program to erase your tracks on the internet and we
have a satellite hookup so we are always connected. I
don't know how to tell if it is full or write protected
and if so what to do about it. When I go into my control
panel and try to look at it or parts of it on my
harddrive it says windows can not open because ita
doesn't know what kind of file it is. Any help on this
matter would greatly be appreciated. This program is
taking up space on my harddrive and it keeps putting a
system log, that I can open either, on my desktop
everytime I turn on my computer. I really want to get
rid of it.
